Retired Subject Matter Expert on Disabilities – Maryland
Diane McComb brings decades of experience advancing inclusive communities for all people with disabilities. Her background includes executive positions as a provider of community supports and services to people with disabilities and their families, as the CEO of a state provider association, as the Deputy Secretary of the Maryland Department of Disabilities, as the liaison with state associations with the American Network of Community Options and Resources (ANCOR), and as a subject matter expert on Disabilities with Qlarant, Inc.
She has extensive experience and knowledge of Medicaid healthcare quality issues (including health disparities among individuals with disabilities, in person-centered thinking, longterm services and supports (LTSS), best-practice models, and assessment methods/tools). She is knowledgeable about outcome measurement and quality improvement strategies having worked in these environs and studied and presented on these topics at various state and national meetings. She works to advance a broader understanding and application of meaningful outcome measures for healthcare systems accounting for better health, access and independence as opposed to process measures.
